Proof of consent
Flight Notifier is a service of Sentinel Dynamics, LLC, 1 Overlook Road, Newton, NJ 07860. Sentinel Dynamics is the sender of every text and writes every message from fixed templates. Consent is obtained from the person directly, by the administrator of their own agency, before their number is entered anywhere. No number is collected from a public web form or a purchased list, and no text is sent to obtain consent.
In person or by phone, the agency administrator reads the person the consent script that Flight Notifier shows above its recipient form. It names the sender, describes the messages, and gives the frequency, cost, STOP and HELP instructions and the links to the terms and privacy policy. Texts are optional; the person can choose email alerts instead.
Flight Notifier, a service of Sentinel Dynamics, LLC, can text you an automated alert each time one of Riverside PD's drones launches, with a link to the live video. Message frequency varies with flight activity. Message and data rates may apply. You can reply STOP at any time to opt out and HELP for help. Texts are optional: you can be alerted by email instead. Terms: https://flightnotifier.com/sms-terms/ Privacy: https://flightnotifier.com/privacy/ Do you agree to receive these texts at your mobile number?
The administrator then enters the person's name and mobile number in the Flight Notifier application and must confirm the consent statement before the form can be submitted. The statement repeats every disclosure from the script and attests that the script was read and the person agreed. This is the application as it runs today:

The statement, the administrator's identity and the timestamp are stored with the recipient record (the Consent column above).
Flight Notifier sends the new number a single enrollment confirmation. It restates who is sending, what the person agreed to, the frequency and cost disclosures, and the STOP and HELP instructions:
Operational alerts only, written by Flight Notifier from fixed templates. Each one identifies Flight Notifier as the sender, names the aircraft and the agency's program as content, gives the time and the link to the agency's live video page, and ends with the opt-out instruction:
Flight Notifier: drone UAS-1 (Riverside PD) launched 2:04 PM. Watch live: https://fh.dji.com/share/Ab3kQ9xZ2mP?zone=vg Reply STOP to opt out
If the agency protects its video page with a password, it is included before the opt-out instruction ("… Password: 482913 Reply STOP to opt out"). Optionally, a second text when the flight ends: Flight Notifier: drone UAS-1 (Riverside PD) landed 2:31 PM. Reply STOP to opt out
Frequency depends on the agency's flight activity, typically 1 to 20 messages per week, with a hard cap of 20 per project per hour enforced by the application. Message and data rates may apply. Flight Notifier does not charge recipients, and consent is not a condition of any purchase or of using the service: email alerts are available to anyone who prefers not to receive texts.
For every recipient: the consent statement as shown, the administrator who confirmed it, the date and time, the date and time the confirmation text was sent, and any STOP reply. Delivery results of every text are kept per recipient. Opt-out records are kept so a number that replied STOP is never texted again.
